If there was a mod that allowed to edit the randomness of enemy spawns without editing the map itself, would it be allowed for speedruns?

Not right now (no mods are allowed), but it's an interesting idea. It'd need to be looked into. I'm not against having an RNG mod but it has to be unable to cause unintended effects.
