Is the newer releases of epsxe allowed? I see that it says only up to 2.0.0, but is there a reason or just lack of update?

I see that for yu-gi-oh! Forbidden memories it lists the emu versions up to 2.0.0.

is there a reason that the newer versions aren't allowed (202, 205)? Or is it just an issue with the rules needing to be updated, or is there a significant difference between those and the newer versions?
