In my opinion, for someone that gets good using Time Trials, Mirror Mode throws a bit of a monkey wrench in their gameplay, since even though it's the same track, only mirrored, it can sometimes feel like an entirely different track. For some people, they don't see it this way, but that's just my two cents on the matter.
And the reason they are banned is because an ISO of the game can be edited to contain subtle cheats to give the runner an unfair advantage, and their load times are much faster compared to loading with a physical disc.
You're probably fine, mistakes happen and it's good that you pointed it out so it could be corrected. :P
Basically its any glitch shortcut that is not intended. For example, any shortcut that has you clipping through objects such as the spiral skip on Bowser's Castle Wii or both lava shortcuts on GBA Bowser Castle 3 are considered skips. Abusing the lap counter/abusing Lakitu such as the Grumble Volcano Lap Skip glitch or the Lakitu Abuse across the u-turn are also considered skips.
However, any intended off-road cuts or any cuts that doesn't have you clipping objects such as the Mushroom Gorge Gap Jump or the Toads Factory Lake Cut are not considered skips and are allowed in No Skips runs.
It is allowed as long as you turn off My Stuff and Custom Tracks in the CTGP channel.
Really depends on the RNG. 3:11 is not good on average for a finish time in VS Mode, but like the other said, RNG can be a pain in the bum.
For USB/SD, we probably could require people who do use that method should stream their startup/include it in their submission to prevent discrete speed hacks from being passed as legit.
I think the easiest solution would be to say "as of X date, all runs that would be considered a World Record must require video proof", at least in my opinion. If not that, then something along the lines of what AquaBlake said would work as well.
Dolphin is not permitted, but you can also just post your splits and/or record with a phone or webcam.
in regards to the original post, i'm slowly but surely liking the idea of igt more, but im still very hesitant about dolphin since it's not the same hardware and traditionally the community has never accepted unofficial emulators.

The changes you present make it way too easy to splice, TAS, or otherwise cheat runs, especially on Dolphin. Dolphin is too easy to exploit to cheat runs and hardly be able to tell the difference.

Unless you're consistently fast at the ultra cuts/glitches to be used in time trials to unlock funky, it's not worth the chance.
As an example strat Rhode, once a credits roll begins, I reset the game in the Home Menu to save time. Come to think of it, my run is pretty bad compared to the other top 2 but still gives a relative idea of what the run looks like.
Since it is a modded version of Mario Kart Wii, even if modifications are slight and provide no advantage, I would assume it's not permitted for runs. I honestly would find it disadvantageous because loading times are much greater on CTGP Revolution. At least on my console it is.
You need to unlock All characters, All Vehicles, All Expert Staff Ghosts, and Mirror Mode in any order you desire in the fastest time possible on a blank save file. I'd start by doing 4 short tracks (Luigi Circuit, Moo Moo Meadows, GCN Peach Beach, DS Yoshi Falls, SNES Ghost Valley 2) and unlocking the Expert Staff Ghosts on 4 of those tracks to get Funky Kong, and then you just need at least 1 star on each cup in each grand prix mode, and then finishing up time trials by unlocking all the expert staff ghosts. 3 Stars on each cup would be absurd, as it could extend runs up to 3+ more hours if that were the case.
To get a good idea of what strats to use, I'd take a look at either mine, Estaloy's, or Insane's run to get a good idea of what you need to do.
This game has too many categories already, not even including single-track Time Trial runs.
