No, you only need TP for Red Busters, and having Ralsei defend every turn wouldn't get you enough for an extra one, so you would just end up not doing enough damage.

In versions where Japanese is available you can run in either English or Japanese, but you need to make sure you submit to the correct version subcategory.
Probably Low% TPE or All Major Endings, but I wouldn't recommend either as a beginner.
The mods have said on multiple occasions that category extensions won't happen until the full release, I imagine the same goes for ILs.

Having meme categories doesn't necessarily make it a meme speedgame. Meme categories can be really good and add variety to a game.
Are you deleting the files in your AppData folder? Those are all you need to delete to achieve a true reset. Also if you haven't already, disconnecting the game from Steam is recommended as it gives you faster load times. You can do this by moving the UNDERTALE folder in the steam directory to a different location and deleting the steam_api file.
Technically, Switch is actually faster because it has a console exclusive glitch that saves a bit of time but it requires multiple frame perfect inputs and isn't really worth going for as far as I know.
The fastest route for neutral glitchless is to start out by doing genocide and aborting it after Undyne the Undying, because it puts Hotland in a state where you dont have to do any puzzles. It saves about 10 minutes.
You shouldn't need to redo the run. As long as the run itself doesn't violate any rules it should be verified this time.
Something to note, it's not random when it appears. It only shows up within the first 8 minutes after the game is booted up.
Type in the console: bind [key you want to use] "save [name of your save]" To bind a load, type the same thing but type load instead of save and bind it to a different key. Make sure to include the quotation marks.
All endings is TPE, genocide, and all main variants of neutral. It should specify in the rules for all endings.
