why do i have to run after the moderator?
Because sometimes moderators don't notice that there are runs in the queue. And that sometimes moderators go on holiday or are just really busy, and are still active, but just can't verify runs for a certain period. So contacting them is to make sure they are actually inactive.
Also unless the moderator has email notifications turned on, then they're not going to see that a forum post has been created in their game, since they haven't accessed the site to check. Also, did you mention that you created the forum post in your support ticket?
Anyway, what was the reason that your previous ticket was rejected? Since I don't think I understood due to the langauge barrier

You were rejected since I think you need to make an effort to try and get that moderator to be active again. For example, trying to contact them off-site, to get them to respond to you. And then you can resubmit the support ticket.
It's against the site rules to submit runs to test moderators https://www.speedrun.com/support/learn/site-rules
And cheating is also against it
