There aren't really "universal rules" for speedrunning. There are some ones that generally apply to any game unless the community decides otherwise. Namely "no vid, no did", don't cheat/hack, and restrictions on platforms/hardware to official releases.

2 points for future reference.

1. 2 weeks of not logging in isn't inactive. 3 weeks is though. I'd suggest reaching out to both of them on their other platforms.
2. Only the mods for the game can verify runs. If both mod become inactive, and you can't reach them, you can go on the "request leaderboard moderation" thread and ask to be made mod.

It's generally not necessary to have a timer. However, if you're really concerned, it would probably be best to ask the community for whatever games you intend to run, since they may have particular rules or better advice.

If the games moderators are active, you can ask for it. Don't expect it just because you ask though. If they aren't active (i.e. haven't logged in / verified a run for 3 weeks), you can go to the moderation request thread and ask there.
