It seems that I may lack the hardware to capture an OBS video without frame skips, at least with the configuration I am running currently. The LiveSplit never lagged, and skipped frames of video are accurately reflected in time.

For (Any%) video my spouse began a cell phone recording of both monitors (halfway through, however.) If required, willing to attempt on stream for verification, on some of these videos I run through my statistics online to show that I am familiar with game competitively as well.

For disclosure: I am running this on Windows 7 with a reshader. I'm not sure if that would be a disqualifying factor but if so, will re-attempt with upgraded machine.
