What is the back up strat for Whirpool and Waterfall?

The other day I used a Poliwag, sounds pretty fast to get it. But for those that no manipulate the master ball, what is your strat?

What could be faster Great Balls to Gyarados or go for Poliwag? Hope somebody can help me and teach me the most commnon back up method. Thanks for the support.

dont try to catch gyarados without the masterball, its got a terrible catch rate, just stick to poliwags until you learn LID manip
