You can't use a helicopter during Legal Trouble because it mission fails you for flying in the airport, to use Rickie, you need a phonecall from him, most runners finish casing before they get the phonecall, so you would lose a bunch of time waiting for him to call, and you would lose time on Mr Richards just by going out of your way to drive to the helipad

Just no. You can't even fly up to rocco before triggering the checkpoint at the bottom AND you don't have a parachute. You only get free parachutes after minor turbulence. You are also MASSIVELY underestimating the amount of time you are wasting doing all of that.
