The only goal is to finish the quest "Library Dues." (The quest where the player has to find all of the magic history books for Harlod Argleston in the Wizard City Library.) This requires the player to have to finish all the main quests in Wizard City as well as Colossus Boulevard. Each book is at the last boss.

If Colossus Boulevard% was a thing (which it won't be) this is basically the exact same route with the extra task that changes nothing almost, I don't see the point in making a category just for this sole task, it does not progress you forward in the game.
