Does that mean, that it's not allowed to press "start+select" at any point in the run?
From what I understood when the rules were revised (as there used to be a bunch of garbage categories that didn't make a whole lot of sense, like first to warp to 20...) that, it's just warping that was gutted out of all the new categories. You weren't allowed to, say, start from level 1, warp to 95 or whatever and then submit the time under 99.
In theory, if you wanted to pause in your run (without warping) to study the board or think for a moment, that's allowed, you just can't warp ahead any levels. At the end of the day mass pausing to get through a level just hurts your own end time, but I'll confirm that a little later.
So when you finish 4R for example and you see "Round Clear", you can press "start+select" and select 5R as it's now available. There are 2 adventages through this:
- additional fairy animation to have more time to set things up
- cutscene skip
When you do this trick at the end of 9R, 19R, etc... you might even save time, but I'm not sure. But regardless to that, it's just a nice safety strat for people who are competing in the Big20, but people are confused, wether it's allowed or not allowed as they also want to submit their times.
I see. I think in that case I would say it's not allowed to just draw a line and say it's contingent with the rules already there about not accessing the warp menu in a run, but I'll verify with everyone else and see what they think!
