If you completely disable the scroll wheel there should be no problem, just show the rebind for it in the video submission. I would generally advise against using pirated copies for a multitude of reasons from copyright infringement to there not being any guarantee the version isn't tampered with, you can refer to the resources page for a link containing all valid Cookie Clicker links for different versions of the game.

Hi rcktbstr, the rules for this category does not state that you are not allowed to buy buildings, they state that all cookies baked during the run must be either hand-made or from a lucky golden cookie. As a result of these rules, you are allowed to buy buildings as long as you don't produce cookies with the buildings. As for the achievements, this is version specific to the version of the game they are playing on. Finally, xmouse, which is in their taskbar, is part of the resource list here on speedrun.com, and is a program for rebinding mouse inputs, such as scroll-wheel to left click, which is why the click method is "Mouse-Wheel".

To avoid clutter I will remove duplicate messages from other runs, though it appears that on one run you commented on, there was one instance where 1 singular cookie was produced neither from clicking nor luckies, which would break the rules.

You can refer to the game rules here on speedrun.com and other runs. There is a button in options that says "Wipe Save", which can be pressed, after which you can go to the stats tab to show your stats throughout the run

Next time you could start the video 0.2 seconds earlier so you see the wipe save button being pressed, though at least it was audible and visible by the popup that you wiped save
