Do you have a configuration to automatically delete browser cookies? That's the only thing I could think of that would be causing this unless this is a site configuration.
There are games that either don't require video proof (don't have an example of this) or only require video proof under a certain time / at a certain height of the leaderboard (Super Mario 63 does this) I think there are some games that use in-game-time where you can just post a screenshot/picture of the end screen with your final time but don't quote me on that.

This depends on the rules the community has set. Check the rules for the category you're submitting to for details on how to time the run.
There's no specific configuration to allow or deny this. It's just based on the rules the community sets. So if you say runs with no video are acceptable, then people are able to submit them and you will be able to accept them.
