Sometimes when I jump off the stairs after the power goes off, I'll hardland, and other times I won't get it. Get it?

I've even had a hardland after getting out of the vents into the chase sequence that leads up to Trager.

What am I doing to get these seemingly random hardlands? Does it have anything to do with where my cursor could be?
