Bounties certainly are a thing. I don't know of a place outside of SDA that keeps track of what bounties are currently active though, and there's no guarantee that site keeps them updated.

If the game is meant to sort by IGT, I would just recommend deleting the RTA stats. This is of course assuming they're not important. If IGT is the only stat that exists, that's what it will both display and sort by.
I would personally treat this as a misc. category. I've often wondered what it would look like to be able to change the framerate of a game to whatever you desire, and try to run the game like that. I think it could be interesting, but should not be compared to runs at default speed.
Locking old threads is not an effective solution because it's more useless work for the mods to do, and you have to decide a cutoff point for what constitutes a thread being "Too old".
Forums across the entire internet just expect people to exercise basic common sense instead.
I personally round down for games as the idea behind saying a run is "10 minutes long" is that 10 minutes elapsed between the beginning and end of the run. If the run is 9:59.920, then 10 minutes did not elapse.

^ Hard Resetting is a requirement for manipulation in many other GBA titles however, so it would behoove him to get the BIOS in case he decides to run other titles. If anything it's nice to have an emulator that's actually accurately emulating how the original system works, also.
Reminder that in some games, "Glitchless" isn't even really possible to define. I don't have the required familiarity with SMB3 to judge this, but expecting "Glitchless" to be applicable to all games is not realistic.
In my opinion it's due to advent of streaming. When people are livestreaming their runs all the time, it's just expected that it's gonna be single-segment attempts. Ask yourself if you'd really enjoy watching someone stream the construction of a segmented run, it's possible that you would but a lot of people just aren't keen on it. It's in the same league as watching someone do ILs, that just tends to get fewer viewers than full runs.

I'm breaking protocol by requesting in this manner as the current moderator is 'active', but I've tried extensively to do this myself already, to no avail.
I'm the Panzer Dragoon series mod, and this game was added separately months after I got Series Mod. I contacted the moderator on Twitter a couple of weeks ago and was completely ignored. I then contacted him on Reddit offering to mod each other on our respective games, got the response of "Sure, I'll add you as a mod on 1 and you can add me as a mod on 2."
No such action has been taken for over a week, and I'm convinced he's just fucking me around. The current WR run that he verified for Panzer Dragoon also was verified incorrectly.
I've already talked to ROMaster about this privately, but I insisted on trying to get this done myself before asking for staff intervention, and well... Here we are.
Yeah, that's not a variable that's tracked in and of itself.
