I've encountered many of those issues myself. It would be great if there were a Toggle bot Dynamic to Fixed FPS, but sadly, that's not an option.

As a workaround, I found that when you're in Window Mode, you can click and hold the window to activate the Talk/Use/Action command of X/A. It’s still not as fast as I’d like, but it’s certainly better than having to constantly go into the settings and change the frame rate.

My monitor is also 144Hz, and while I can switch it to lower refresh rates like 120Hz or 60Hz, doing so causes the game to revert to its old, longer load times.
