If you're talking about the Jill part of it then yes, either character can do that, the set up will just be different. In my co-op runs Auddy (Sheva) is the one shooting Jill.
I think we're talking solo here so as far as the Wesker part I wouldn't know about that.
Like Zero said, best bet is to watch the WR for the version you're going to run and that will give you a good idea. A few of us are actually planning to make a full spreadsheet for every room of the game for when to use it or not. So far that has already been done for Steam 60fps and we'll be doing if for every version
I recall doing this glitch wrong at first too. I forget what the problem was but I do remember it was a simple fix. Can you get a video of you failing it? If so I should be able to figure out what's going wrong. If you can't I'll make a quick little guide on it

That spot is notorious for crashes, among a few others. Best preventive measure is to play on the lowest graphical settings possible, which should also improve your load times and as a result your overall end time =)
leaderboards always show each console a runner has a run on. I should look into how to not make it not show runs of both regions on a same console, though
Doing a good del lago is something that takes a lot of practice because of some tricky shots like that 4th one. A lot of movements and timings are pretty specific to be able to kill him with 10 hits before his second opportunity to dive. To my knowledge there is no really good tutorial for lago because it's pretty hard to explain every detail of it but the best thing you can do is watch streams of top runners and practice it a lot. When you practice (with anything really) don't just focus of the times you get it right, pay attention to when you did it wrong and try to understand where it went wrong and why. The more you understand what doesn't work, the more it will make sense overall. I'm happy to help people getting into the game so if you have any other questions down the line, you can always ask!
you can have HC without getting rid of CT, which is what I have. Anyway if you don't have HC, you would use grenades on the gigante doors and PRL on Krauser
Yes, the TMP is not worthwhile for platforms other than what I mentioned just because more grenade room is not necessary outside of 60fps. Also the salazar statue can be tricky without CT and that's not worth dealing with either when there is no real reward for using TMP on 30fps other than gamecube
There are a few uses for the HC through the run adding up to about 7 secs of time save, I was actually the one to come up with a lot of the HC strats and I think I'm the only one who does them all. The main thing you can do with it is a strat for Krauser. The TMP is actually a replacement for the CT, which changes a lot of strats. TMP is really only useful for gamecube version and PC 60fps. On gamecube, it changes the run drastically but saves a lot of time. On PC 60, its main function is to allow for much needed space for extra flashes.

RE4 was my first speedgame, and still the main one I play. If you think you will enjoy playing the game a lot, than it's not a bad game to start with. Having something you wont get bored of is the most important thing for choosing a game to speedrun. Also since RE4 has NG+ it is very easy to get started learning. Any game with a NG+ category is very easy to learn and complete a run of, just hard to master. the NG category however I would not recommend to beginners as it is very technical and punishing.
It's not even like this is the only game that doesn't use that title. Nor is it the only game where the fastest way isn't the most popular category (see Super Metroid or Luigi's Mansion.)
There is no any%. There is New Game and New Game+, both broken into sub categories for difficulty and also fps in the case of PC version
