A lot of people have been trying out this game, bless all of yall, and a fairly good strategy I have probably needs to be said if this community gets bigger.

Place the buildings in levels 3 and 4 farther away from each other than in 1 and 2. That way, when multiple customers are in the shops and they overflow, since the buildings are spreaded out, it will make this much easier.
