My first PB in 2 years as I'm trying to get back into Outlast (can't promise anything)
Verifier Note: Ending time changed from 081ms to 810ms w/o loads and 970ms from 097 with loads.
Changes on bhop and IL rules
After discussing with the mod team and top runners, we agreed to make changes to bhop rules and to the IL leaderboards.
All of these changes don't affect console runs, since all bhops are allowed on console.
