I think a good way of doing this is the "normal" ILs that are already there (with game-defined in-game time) stay on top, then the rest goes below them in "chronological order", so in the order of being unlocked in the game.

I realize that it's not ideal, but as long as you keep them below the existing ILs and add them in the order you want them in, there shouldn't be any need to re-order them, right?

Considering GTA III and Vice City handled it the same way lev described, I don't see a reason why it needs to be different for San Andreas.

Seems weird to me doing it in any order that isn't Alphabetical but that sounds fine. I'm busy today but I'll try to remember to get on it tomorrow.

Yes, after you have skipped the first cutscene: ie when you gain control of CJ.

Keep in mind that skipping the cutscene a lot of times does NOT happen when you gain control, but a bit earlier. Especially when there's more than one cutscene.

Just so everyone is clear (and so I can point people here when they ask me) using a Hydra in these ILs is legit, as it is possible to get it from the very beginning of the game. http://gtaforums.com/topic/526061-getting-the-hydra-early/

Buying the airfield has nothing to do with it

It shouldn't be on the leaderboard if there's literally only one possible completion time.
