If you stand on the corner of the right torch Neheb will dash back in forth in front of you and not be able to hit you. He won't cast his poison / scarabs either.

Interesting Stuff! I highly doubt that it will be a thing in an Any% Run since the fight just goes too fast and he is not able to do much damage anyways. In the Any% NSG (no Skillpoint Glitch) it might be quite interesting.
