Since this is such a short game, I feel like milliseconds should probably be used.

Only reason I left them off is because my initial run didn't have a timer. But then, since that was just a trial run anyway to get the page started, it probably does make sense to require it going forward.

I'll specify 'centisecond' rather than millisecond, because most timer programs such as Livesplit are unable to time to the millisecond precision.

why not milliseconds? it's not that hard to retime runs

From my understanding, Livesplit and similar timers are unable to reliably time to 3 decimal places, so they only display 2. And the game doesn't have a built-in timer. So I don't expect the extra precision is necessary to enforce unless this game actually gets lots of runners, who happen to have matching times. If that happens of course, the rules can always be adjusted if necessary.

That's true, though it is extra work from being able to read off Livesplit. I agree with the concept in principle, but for now I don't see much reason to be too stringent on the rules. Maybe in the future the day will come where there are lots of runners with matching times, and on that day it will be easy to retime the runs.

But I estimate the probability of that happening to be exceptionally low. By my maths, 1 centisecond is actually less than 1/60th of a second (0.017s), so unless someone is playing at much higher than 60fps the millisecond level wouldn't actually differentiate between runs.

it takes like 30 seconds to retime a run down to the millisecond

sounds like you're just lazy to me lmao

There's no need for insults in a discussion, I'm just saying that for a meme category with hardly any runners, there's no need to make the runners go to that trouble (even if it's only 30 seconds extra), if it doesn't change anything.

Like I said, centiseconds which are tracked by Livesplit are less than a single frame's timespan, meaning the extra precision is superfluous and doesn't actually do anything. Two runs that have equal number of frames would have equal time in both centiseconds and milliseconds.

And either way, why rush for such rules now? Speedrunning is about having fun, and there's no need to enforcing suchrequirements at this early stage. Having excessive rules can discourage participation. I wasn't even expecting anyone to run this game either way.

This isn't a one-way door; rules can be changed and runs can be retimed if and when it becomes a problem that higher FPS runners are getting equal times (which is statistically unlikely to ever happen). Quite a lot of games on SRC don't even break it down further than whole seconds, for that reason.
