I don't know if it's already been found but diving can skip Arthur's Dialogue it's about at 50 seconds

Interesting, only way I knew to skip dialogue was to eat/smoke/drink while he talks. Nice find, I’ll play around with it and see if I can implement it in the run (although it’s not all missions they allow you to dive sadly :( )
