I heard somewhere that you can't change the subcategories for ILs, so thats why they are there. I might be wrong though.

imo all the cap kingdom runs should be moved to any%

If someone submits the same run from Any% & "World Peace" in specific kingdoms where technically there is no World Peace, we still have to accept them, we cannot personally take World Peace out of these kingdoms such as Cap, Cloud, Lost, etc. SRC doesn't work like that.

Is it possible to just move all those runs to Any% though

There's no point in us moving runs, if people submit to Cap World Peace or any other kingdoms like that for World Peace, we have to accept them, it's there and it still follows the requirements, that's just how WP ILs go.

It makes no sense to have the same category split into two boards, having some runs on one side and others on the other. It may not be easier but I think it's worth manually moving them.

It's the same, there are no story moons in cap

World peace you basically have to beat all bosses/multi moons and any% you just beat bowser at the moon kingdom as fast as you can starting from the start of the game
