Why the rules change for 100%?

I was reading the 100% rules, and I noticed this:

"Prior to the 29th March, 2020 the ruleset included dumping 999 moons into the Odyssey and ended timing on the secret cutscene on Peach's Castle. Runs done under this ruleset were grandfathered in."

I haven't played this game in years, and I know very little about the intricacies of its speedruns, so I'm sure there's a good reason the community came to this decision. I can't find any information on these forums or anywhere on the rationale behind the change, though, and I like learning things. :)

we considered 100% to be when the star would show up on your file but we found out that you didnt actually need to buy the extra 119 moons from dupes to get the star so now we just dont get the dupes

Probably not 'cause all that would be different is 1 more hour of coin grind in the dino room, which sucks.

I doubt Luigi’s Balloon World would be let in. So I see why they made the change.

Don't quote me on this, but I think this website generally has a rule against speedrunning competing against other people. Speedrunning is generally defined as your controller inputs versus the game's hardware and software, not your inputs versus someone else's. Tetris 99 used to allow speedruns of the versus-98-other-people mode, but now it doesn't. (You can still speedrun the versus AI mode.) Since earning Coins in Balloon World amounts to hiding a balloon in a place other people won't be able to get it, that would fall under the umbrella of that ban.

Anyhow, if the definition of 100% was always "get a star on your save file", and it was later discovered that getting 999 Moons isn't required for that, then removing that requirement, which basically eliminates grinding for 11,900 Coins for an hour instead of any interesting gameplay not present elsewhere in the run, would seem relatively non-controversial.
