Do the main emulators for this game run at the console’s FPS (60.09881) or at 60? If it runs at 60, does this mean that times will automatically be a bit slower if played on emulator?

They run at the same FPS as console (although OpenEmu, a mac emulator, does run slower) - it's mostly the emulators on OTHER consoles that are slower - like the NES classic, Wii, etc

An emulator run will have the same finish time with the same inputs as a console time. The only problem with emulator is the INPUT LAG - which only means that there's a small delay between when you press the "A" button (for example) and when mario responds. On console, when you press the "A" button, mario responds almost in the exact same millisecond - your mind adapts to this delay, so you compensate, but it's still harder. This input lag happens even if you have a fast computer and a low delay monitor.

Just look at people like RoyLGamer and GTAce... two runners who were really good on emulator... but got significantly better when they moved to console - removing that small input lag allowed them to be more consistent on frame-perfect tricks like FPG

And if you are recording at 60 FPS at a low end CPU or just have 1 or 2 cores, expect your emulator to lag and straight down to about 45 FPS. It decrease the FPS because the CPU can't handle the loads. And if you lag, put the FPS down to 30 (in your recording software ex. OBS) on the settings. I suggest playing at Nestopia because the input lag is much not notice.
