21 frame rule?

Howdy! A friend sent me this direction telling me I'd enjoy the 21 frame rule. I of course have no idea what they are talking about. Though I did notice levels can only end in increments of .35 or so. Which I'd assume is connected to this "rule". This does in fact intrigue me. Does anyone mind explaining to me why this is? Thanks!

A framerule has 21 frames (0.016s)

Illinois, USA

Darb has a pretty good way of explaining framerule

Essex, England

Basically, no matter what happens, mario can only finish the level every 21 frames.

The thing the guy above me was talking about is that Darbian explains it as a 'bus stop', where at the end of every level mario has to wait for a bus to take him to the next level. However, the bus only comes every 21 frames. For example, if mario finishes 1 frame after a framerule, he then has to wait another 21 frames to catch the next bus.

@Johny_Mandarino 0.016 seconds is the time of 1 frame, 0.35 seconds is about the time of 21 frames aka 1 framerule
