Is dying authorized in Any%?
Question is in the title, it's not written in the category rules, so I want to know if dying invalid the run and makes it unsubmittable.
Absolutely no, death is not banned in Any%. What is more, it's not banned in any SMB1 category. It's just so big timeloss, that many people don't want to continue a run with them.
Dying is allowed. A lot of the runs on the leaderboards have deaths.

It doesn't say anything about dying being banned in the rules, so you can die all you please in your run
