Although I don't believe he's submitted any runs with black and white footage, I know speedrunner Alvaca has played the game in black and white. I don't see why you would have any problems with verification.
FlagHunterV12, I would just like to add that a lot of CRTs sold in Europe support NTSC, so you might want to keep looking for that. I know it's often not the case, though; I have two PAL-only CRTs that I picked up for free and are now collecting dust, because it can be hard to tell what a set supports before actually trying it -- especially when the brand is obscure and the manual was thrown out years or decades ago.
Alternatively, your CRT probably supports RGB over SCART (all of mine do), so if you RGB mod your console (not cheap or simple, though), there is a good chance that would work as well.
