Rule Changes
The following categories will be removed from the boards:
- user-defined categories
- Beat All Levels as Mario and Luigi
- All Underground Zones
- All Water Areas
- All Warps Deathless

He's saying that it was an RTA category, it's not a banned thing in any%.

Correct. Those were categories of their own.
If you couldn't do the underground zones, you couldn't do 1-1 pipe, and 1-2 and 4-2 at all. Therefore you wouldn't be able to beat the game.
I have a question about SMBCE. For the 2nd Quest category, are you allowed to load up save states from like 8-4 from the 1st Quest? Or are you not allowed to?
