Custom flags such as this one can be added to

[path]\Sid Meier's Pirates!\custom\

as long as they are .dds files of the correct size.

This is the map, taken from the game files, from which all treasure maps are generated. It can be studied to, if you're lucky, recognise particularly unusual coastlines and locations of settlements in maps you find.
