Min star ratings (nomod value) for pretty much everywhere it's applicable (X FCs/SS, packs that have one diff of at least that SR for every mapset) would probably be a good way to categorize. Above a certain SR it would actually involve consistency and not just whoever can click through the menu the fastest.
