First, you need to be on a floor with at least two items. In order to ensure this, save before you enter the Arena Gate and then reset the game until you find a floor that qualifies.The guide then says to use the Repellent, walk 200 steps, and then save right before going to the next floor. You should be able to find the merchant foreign master.

I am also currently learning the speedrun for this game and by following these steps I have been able to get the green dude to appear. Good luck and let me know if you intend on streaming this game!! ^^
