since rta is used you should probably add when the timer starts and stops to the rules

I'm kinda ashamed to say this since I'm a super mob but I'm kind of a newbie to speedrunning and I don't know all the terms yet, including rta. I still added the times to the rules, but I'm still curious what that is.
