There is no hard rule on video resolution. However, things like the Revision must still be clearly readable and the gameplay needs to be clear enough to be understood.

Streaming at 240 kbps in 360p 24 FPS is recommended for slow upload speeds and adequate quality for slow connections, for slower upload speed, streaming at 106.75 kbps in 240p 24 FPS is appropriate for slower upload speed and data saver for limited data internet, and yes, 360p 24 FPS is good enough for streaming in slow upload speed and 240p 24 FPS for slower upload speed!
