I decided I wanted to try to speed run re7 just to see how fast I could do it. I did the glitch with Jack on the stair case to get the red key card early by going out of bounds but now that I’ve unlocked Lucas section the tv won’t work in that first room. I’ve tried reloading and restarting the game and it still won’t work. Is there something I’m supposed to do that I didn’t? Is there a way to fix it? I’m on console.

If you did the old OOB where you went straight to the red keycard, you need to do the clock puzzle, otherwise you'll be soft locked.

If you did the new OOB where you do the clock puzzle from OOB, you need to make sure the bed opens slowly after doing the puzzle, if it flings opens and starts to close, you'll be soft locked. To make sure the bed opens slowly, head a bit to the right before doing the puzzle so youre not touching the staircase, as touching the staircase tells the game to close the bed.
