I've seen several runs where there is an option to skip Jill's dialogue on her walkie talkie and start running at normal speed again, but runners never seem to skip it. Do you have to sit all the way through it?

when jills on her radio, it pauses the in-game timer so it makes your time shorter

It's better to keep the talkie going you will save a good amount of time on a run.
