I am allowed to run all difficulties% for all dungeons currently in the game right? Or just winter outpost and desert temple.

While originally it was only Desert Temple and Winter Outpost, I have made the decision to expand the category to all dungeons. So yes, you are allowed to run All Difficulties% for all dungeons.
