Hi, a quick but probably dumb question. Is submitting runs directly recorded from the ps4 itself allowed if splits are also submitted alongside it?

I would assume so, since you could figure out how long a run takes just by looking at the timestamp when it starts and ends. It would make things a little bit more difficult for the moderators, and you would not be able to find milliseconds at all, but I think that it's very possible to do that.

Yeh it's fine, firstly you don't need to submit splits at all, completely optional. Secondly, we would rather you not submit in milliseconds as it makes the leaderboards not look as clean. Thirdly, it doesn't matter how you record or time, all you need to submit is a video that we can vaguely see what going on so we can verify it, don't need to submit splits etc.
