In Any% and All Gold Bolts, you need PAL PS3 since a glitch is utilised on the final boss which is only on PAL PS3. NG+ you can use NTSC since we skip the final boss.

Also if you have a PAL console, you must play the game in 60hz. On PS2, you need to set the game to 60hz through the options menu and on PS3, you need to play the game in HD via component or HDMI to play in 60hz. You don't need to worry about this if you have an NTSC console since the game will be in 60hz no matter how you connect the PS3 to your TV even if you were playing the PAL version of the game although I imagine you have a PAL console. Just make sure that if you have a PS3, you play in HD. In 50hz, your movement is a lot slower and you gain a lot less height from all of the jumps which makes the game a lot slower, even more frustrating and more difficult and you can't do Orxon 1 skip which is a pretty massive skip.

So do you have to buy a European/Australiain "pal" PS3 to run the All Gold Bolts Category or is it possible to mod a "NTSC" PS3 with the NTSC version of the HD collection? I'm so confused haha.

To clear this up. You can use a NTSC PS3 for runs since it is a region free console. The PAL version is faster for any category that starts from a fresh file. You can create a new profile on your PS3 to create a new PSN a set the country to one in a PAL region. Buy the game from that Playstation Store (you will need to get a PSN card from that region, easy to find online) and you'll have the PAL version of the game.
