im sure the 1-2 floor clip could be done in a run but im not sure it is sub-pixel dependent or how the exact mechanics of it work. you could ask Miniland. hes one of the only top runners who plays on pal to my knowledge.
just pal being slower. the reason you floor clip is for ffpg and that saves time over just running to the end. there is a way to do ffpg without floor clip but it is very complicated. and in 1-2 this does save time similar to 1-2g. happylee has a pal tas you can watch here and a comparison between ntsc and pal tasses.
have you asked in the discord. there you might get better help and may be able to get in a vc and screenshare your setup for more accurate help. you could always try uninstalling livesplit and reinstalling. also have you tried deactivating autosplitter and reactivating?
it worked perfectly for me. did you select the 12 levels category? if so do you have splits for each level?

could you wipe your save and then save up rubber and only buy the artifacts you need that way you have a higher chance of pulling that item? if you only buy the certian ones you need there is less fluff meaning easier chance to pull what you want. 1/x. lower x = better

try searching for an fds bios rom. it should be called "disksys.rom"
make sure its a famicom disc system rom with the file type .fds search for famicom disc system and you should be able to find it
thats a floor clip that is only possible when playing on the pal version of the game. if you jump on the goombas the right way you can clip through the floor.

all powerups or just doing warpless or both quest warpless or all powerups both quest. there is no definitive answer. whatever you feel like doing is what you should do. if i were doing it i would do warpless both quest and ignore all powerups
at the start of wall jump room walk off the pipe not holding B. when in the air after walking off the pipe start holding B. do a forwards walljump. that setup gives you 2 frames to do the walljump instead of 1.
