There is this level in GD called Geometry Dash (ID: 67661363) and I would think there should be a category for "Fastest time to get all achievements in ID 67661363". What do you think?

That’s actually not a terrible idea, generally the best way to get a category considered is to actually do a run of said category to see if it works.
