Is it allowed to speedrun gamecube and n64 games that I would be playing on a modded wii? It is soft mod and would allow me to play the games as roms on the wii. I would use dios mios

softmodding your console to bypass region lock for gamecube games should be fine if you are playing on a disk, because then the loads should be accurate. You should still make sure by asking the community for that game though.
