Hi, my name is ZCubed. I've been an avid time trialer in MKW for a couple of years because I love the challenge of optimizing driving and tech to the best of my abilities. I personally feel that restricting players to use the most luck-based item set prevents the categories from reaching their true potential as a speedrun, which leads me to my question. Is it possible that all item sets could be allowed on the leaderboards?
I would support this, considering there are other categories that are split off into separate categories by item ruleset. I would recommend either splitting them off as such, or having only one leaderboard with the option of any ruleset (this option would probably be best for reducing clutter).

I added an items variable containing Balanced, Strategic, and None. It's set up similar to the category extensions leaderboard, in that item categories don't obsolete each other.
