So I don't know how to upload a 2 part speed run because I don't have a phone number yet and can only upload 15:00 min video's on YouTube and don't have twitch what would i do to get my speed run uploaded? I mean i also can post a video form files without YouTube but is that allowed

You could upload the 2nd part as another YouTube video or use another file/video hosting service. Although these are the general forums, generally, videos off of YT are allowed although they may not be retimed correctly (if YT vids were to begin with)

It just depends on how experienced/knowledgeable the moderators are and if they know how to verify these types of runs
