Hey, i'm "new" in this site, i had a few questions so i hope you can help me (btw i'm not english native speaker, sry for my bad english)

1. What about game versions? What if the game version affect the speed of the run? for example, if game2.0 let the player skips cutscenes (while game1.0 doesn't) is that fair? it will count as any other run?

2. About mods, i know that in most of cases you can't use mods, but what if them doesn't affect the time? by example graphic mods or fps limiter mod in old gta series?

Both of your questions have the same answer : You need to figure out what you can use and what you can't with the other runners of your game. If there isn't any, I'd say you can do the rules yourself, but try to make rules that make sense, that's the most important thing.

Each community has different rules. Ghosting Mod was allowed for a while but we found that the mod was using multiple versions of maps and became banned. The best thing is to ask the community. If there isn't any, try to do something logical like Gyoo said.
