There is no minimum frame rate required for your computer to run the game, so should be fine as long as the run is timed RTA (minus loads). However, Spore is limited to only run at 30 frames per second, which cannot be increased for a valid speed run. (This is different than the 60Hz shown in the graphic settings. I record at 60fps because the mouse movement can be captured in 60 and it looks smoother, but the game itself runs at 30).
