Two quick questions

Okay so they're both talking about the same community, these questions, and the community/game in question happens to be for Dora's puppy adventure.

So sorry if I seem unpatient or rude or whatever, but I'm just wodnering what happens if a moderator of the game doesn't really show up on the site anymore so they can't verify my run? The one moderator for that game hasn't done anything in ten months, so I just wanted to know what would happen if they just didn't show up.

Also is it ever okay to submit a split without a video? I had done a world record time on the game and I have the split to prove it, but now I can't recreate it as it had to do with what sums up to basically rng at times. Am I basically SOL here?

If the mod is inactive, you should first try to contact them via their social media links. However, the mod for that game went rogue and abandoned the site without any intention of coming back, so you’ll probably need to post here https://www.speedrun.com/The_Site/thread/63nr7 to request to become mod.

Also, requiring a video is generally a community by community decision, however most will probably say that having a WR without a video is a pretty bad thing as nobody can verify you actually did it (faking splits is extremely simple). My personal opinion is that without a video, you didn’t actually do the run so I would work on recording your runs.

i can just sit there for an hour, split off camera and then submit these splits to the board as a proof that my run exists, so no, it doesn't work like that. especially if it's a wr run

You don't even have to do that, you can literally just edit the splits directly to say whatever you want, which takes about 5 seconds if you know what you're doing.
