Yeah, a BIOS is not included with VBA by default because that would be, well... Illegal.

(That means don't ask for it here either.)

That kinda intro is not required in any of the GBA titles, as we only use soft-resets (aka pressing A+B+Start+Select) for any kind of manipulation. For GB/GBC games VisualBoyAdvance is not allowed. Use the provided Gambatte-speedrun fork instead.

^ Hard Resetting is a requirement for manipulation in many other GBA titles however, so it would behoove him to get the BIOS in case he decides to run other titles. If anything it's nice to have an emulator that's actually accurately emulating how the original system works, also.
