In classic mode different models load at different times so the in game timer should be counted for most accuracy

(You posted this 11 times by the way) That's not something that would be feasible considering the paths also would need to be timed and those aren't included in the in-game timer of sm4sh. The best that could be done is separating new3ds from 3ds.

Could we get a new category for a laggy 3ds my record is faster but since I don't have the money to buy better hardware my record is counted slower. This same thing happened with Sonic 06 runners and they changed the rules to make the runs more fair.

No. Your run doesn't have any indicators that your 3ds is lagging in any way outside of the usual loading screen stops that everyone experiences. Care to provide some proof on that Sonic 06 claim by the way? I'm not seeing anything at all related to "laggy hardware" rules. Even so, you're the only one I've ever seen make this claim about your 3ds being laggy with sm4sh.

Everyone has to deal with that small bit of lag on loading screens, it's not just you. You also originally said Sonic 06, not Sonic Adventure 2. I'm not watching a 30 minute long world record progression video when I asked you to provide proof on your claim which was Sonic 06 had its rules changed to compensate for "laggy hardware"
